Legal and International Framework
The work of the Appeal Tribunal is grounded in Rwanda’s national legal framework governing refugees and asylum, and informed by applicable regional and international refugee protection instruments, including the 1951 Convention relating to the Status of Refugees and its 1967 Protocol, as well as the 1969 OAU Convention Governing the Specific Aspects of Refugee Problems in Africa.
The Tribunal also contributes to Rwanda’s broader commitments to the rule of law, access to justice, human rights and accountable institutions, including the objectives reflected in the Sustainable Development Goals, particularly SDG 16, the African Union Agenda 2063, Rwanda’s Vision 2050, and the National Strategy for Transformation (NST2).
